What failed
The conclusion is outside the closed vocabulary for the relationship role. Intent evidence never accepts a conclusion.
Retryability
Not retryable. The authored conclusion must change.
The diagnostic reports only the code and safe remediation.
Fix
Use one conclusion documented for authority, change, verification, or
recovery, or omit it when the producer has no conclusion.
