Retryability
Not retryable. The first accepted content remains immutable for that delivery.
Diagnostics may include a bounded evidence ID correlation, but never the winning digest, payload, subject, or raw idempotency key.
Fix
Retry the exact original relationship, or use a new stable occurrence identity
for a genuinely different claim. Inspect delivery health or observe.flush()
for asynchronous Local conflicts.
