What failed
An artifact arrived before its relationship and could not fit within the per-evidence, namespace, or project staging quota.
Retryability
Retryable. Core delivery owns bounded backoff and retry.
The disposition and aggregate health signal contain no payload, subject, evidence ID, or private staging digest.
Fix
Allow delivery to retry after candidates resolve or expire. Investigate a sustained signal as stalled or heavily reordered evidence delivery.
